Kassiyet Tulegenova
Kassiyet Tulegenova is a Safeguards Specialist (Social) in the Policy and Technical Services unit of the Office of Safeguards at the Asian Development Bank (ADB). With over 12 years of experience at the International Labour Organization (ILO), she brings deep expertise in labor standards to her current role, where she leads the implementation and rollout of Environmental and Social Standard 2: Labor and Working Conditions — the ADB’s primary framework for ensuring decent labor and working conditions for project workers.
Kassiyet’s work spans the full spectrum of technical and institutional engagement: from policy development and capacity building to resource mobilization and partnership development. She has been central to designing practical tools, guidance materials, and training initiatives that equip governments, employers, and workers’ organizations to apply labor standards on the ground. She has also led the development of research reports and publications on a range of decent work topics.
